The 'Flexible User Pricing' is not flexible! Please make it flexible. Allow bundled apps to be licensed individually.
Although Zoho One offers nearly all Zoho apps, one has to choose which apps to include in the bundle when joining Zoho One. Any included app is forced into Zoho One licensing.
The unfortunate implication of this is that one cannot add an individual app user license for any of the bundled apps. If you try to add a user in any bundled app, it will redirect you to Zoho One licensing page where you have to buy more Zoho One licenses. This really defeats flexibility.
e.g. We buy 10 Zoho One licenses, and include all possible apps (40+) in the bundle. These 10 users get the full benefits, including Zoho CRM.
Now suppose we want to buy 20 Zoho CRM licenses for 20 other users who don't need all the Zoho One features. The only way to do this is to remove Zoho CRM from the Zoho One bundle, then pay for 30 Zoho CRM licenses. So for the original 10 users, we have to pay for Zoho One (to get every other app) and also pay for Zoho CRM - even though Zoho One includes entitlement to Zoho CRM.
Now imagine scaling this problem to a large organisation that has many requirements for flexibility e.g. we need everyone on People, Payroll, Vault, many users on Desk, CRM, Recruit etc., and a few users on Zoho One. In this scenario Zoho One becomes redundant because you have to exclude pretty much every app from the bundle.
It's like we are being penalised for signing up to Zoho One. Although we are entitled to enjoy all the apps for the Zoho One fee, we have to pay again to use any apps for which we need flexible individual licensing. Zoho Support confirmed that this is the policy.
PS - the Pricing FAQ page is misleading. It says: "If you choose Flexible User Pricing, you can purchase Zoho One for as many of your employees as you'd like. You can then license additional Zoho apps separately." - It fails to mention that only non-bundled apps can be licensed separately.
