Manager Can't Edit Projects?

I'm a manager for an account and I can't seem to edit projects. Can't archive them, or bring them out of the archive. Also cannot start a new project. Has the privilege been taken away from managers? A few weeks ago I was able to create projects.

I know the edit button should be next to the project name in the dashboard, but it's not showing up for me. Any help would be appreciated
