Message exceeds file size -> action

Isn't there a more subtle way of notifying the user and rejecting the message that breaches file size limits?

Education is better than coming hard down on them by BLOCKING the account from sending ANY MAIL, which is what the business rule is at the moment.

The email users don't see the reason for mail services being disabled, nor can they guess the size of the final message they are sending (no file calc option in email compose window!).

Is there no other way to educate and inform them? Can a "reject with message" action be sent to them and configured by admin???? This would be more friendly and appropriate than stopping business by stopping their email.

I know you can login to the affected account and unblock… but this isn't the best solution especially when they use a desktop client and have to contact I.T support for help.

Advice on options please… and if no options please get developers to add a new "notification" and 
"reject" action for messages exceeding file-size allowance.
