Migrate particular row to another workbook

Migrate particular row to another workbook

I need help with migrating a particular row, when the particular task is assigned to certain person within department, the task is auto added to the department HOD 
Ex. Task A is assigned to X, and I want the whole row to be reflected in X workbook.
