We like using the milestone feature for project organisation and visualising the Gantt chart, however we have no need for "task lists" in some milestones because some milestones might only include 1-2 task.

As far as I can see, I cannot assign Tasks to Milestones - I can only assign a Task List to a Milestone. Is this correct or is there something I am missing?

Having to setup a task list makes the system look bloated and creates unnecessary clicks and confusion when there are only a few tasks required within a Milestone.
