New Field marked as "Not Mandatory" wont allow my Import

New Field marked as "Not Mandatory" wont allow my Import

I created a new field in leads and do not have it marked mandatory and I'm trying to import 800 records and its throwing out about half that are empty in my csv and it's saying that filed is mandatory.  What am I missing?
