Next page button lands user at bottom of next page

Next page button lands user at bottom of next page

Is anyone else having the problem that when users hit the "next button" at the bottom of the Survey page, it goes to the bottom of the next page? Is there a way to fix this? Our users aren't always very tech savvy and may miss the questions above that. (I can't make all of those questions mandatory because they aren't relevant to every user and they'll give up if they have to check n/a on every one of them. I've tried that!)
