No Mail Settings (for pop accounts)

Where can I locate the mail setting in my account? 

The following is not in my account  Setup>Mail Settings> Mail Server Settings.  

When I hit setup there is no Mail Settings option. I tried organization settings also. Nothing there. 

Right now all my templates are just being sent to me rather than going to the email in the records they are linked with. I am guessing that it has to do with my email settings??? Maybe not but I'm trying hard to figure this one out.
