No option to create new module

Hi there,

I'm just getting setup on Zoho. I wanted to create a custom module and I followed the instructions on the help file (Settings_..Customization-->Modules) but I don't see an option to create a new module. All I have is a list of the currents modules and the MANAGE MODULES button. Any thoughts?
