No population for "Publish this form to Google site"

No population for "Publish this form to Google site"

I log into ZohoCRM via Google Apps.  I successfully created a web form that I would like to embed into a Google Apps website that I created.  My website is not populating for the drop-down list.  Is this option not available to Free Users? Typically there is some type of notification if this is the case.
