Non-Task Owners adding Checklist Items?

Non-Task Owners adding Checklist Items?

As group we want to be able to collaborate about the list of items (checklists) needed to complete the tasks. 

Unfortunately it appears that only the Task Creator (not Assignee's) can add checklist items. 

This defeats the spirit of collaboration. Have I got this wrong?
