Notes - Cant Categorize

Because Tasks are not working, we have been trying to make-do by using Notes. I just categorized about 15 notes for various people/tasks only to find out that none of them actually GOT categorized. I went through another time, thinking maybe I'd carelessly done something wrong --- with no luck.
