Is there some way to notify the record owner of lets a potential or contact when notes are made by other users?

Lets say Contact A is owned by Staff B. Contact A then calls the company and staff C picks up the phone. Staff C answeres the questions that Contact A and add a note in the CRM regarding the phone call.
Since the potential is owned by Staff B this person should know about the conversation in order to keep in the loop and do the needed follow up.

Is there are way - other than manually informing Staff B or using the view option recently modified records - about the changes in the potential record? 
Wouldnt it be an idea to include a "notify records owner button" when other than the records owner modifies a record?
