Odd email problem. Help Please?

Hiyas,

I am new to Zoho and it looks excellent. I have the On Premise downloaded and was easily able to configure my email......however I am unable to configure it on the Web? When I test it it "times out". I have checked the settings numerous time. I can access it using Yahoo and mail2web. I use cableone.net.

Any help?
