On-premesis setup hanged with 100% cpu and now I am stuck

I ran setup, and changed the default webserver port from 8080 to 58080.
At some stage it said "configuring web server" and stuck there with 100% cpu on ikernel.exe.
After waiting some considerable time I had to terminate the setup.
If I am trying to install again I get an "already installed, please uninstall"-like message.
However uninstall doesn't change anything, so I can't proceed.

Deeper analysis shows that the problem was with writing the file server.xml .
The file that got created is not a valid XML file and is cut on the port part. The digit '5' from the port is repeated hundreds of times in the file.

Please urgently provide support contact to resolve the setup issue. I can provide screenshots and xml data on request.
