open url in new tab/window within Add Notes

Within the Add Notes portion of the Form Builder, I want to add a note that gives users the options of reading different policies available online. 

So I just included the links in my Add Notes note. However, when users click on the link, it opens a new page within the existing tab and all of the form data is lost. To prevent this, I would like to know how to make the link open in a new tab or window when clicked so that the form data is not lost.

Do I need to write HTML? If so, what is the standard code for that? I'm a noob who needs help. Thanks!
