Operation permitted for paid user(s) only. -Outgoing email disabled

Can someone please help here
My account has been disabled, I have no idea why
I have contacted the help-desk 3 times and got no response
now I cannot send out from my account

also I am getting a large amount of spam in to my inbox

I cannot unblock the account via the admin user, so I need zoho's assistance here
