Outgoing Email Blocked

Dear support,
I changed my IP address with my provider server as you suggest as solution for outgoing email blocked.  
I wait a reply from your support from 2 days now and nothing yet.

Can you reply to my email and solve the situation ?

Alternatively if you can't please tell me the way to export all from my account and to move to another email service.
