Outgoing mail blocked, can't unblock

One of our users tried to send a message with too many recipients and got blocked. He logged into webmail and tried to unblock his account. It said the account was unblocked but then it was immediately blocked again. This happened 3 times and now he has reached the daily unblock limit.

I finally figured out that the offending message was still in his Apple Mail outbox and the app was still trying to send it. It has been removed so now we just need his account unblocked.
