Outlook Edition | CSV Files

Outlook Edition is grayed out on my personal settings? (running the free version) Do you have to pay to get the Outlook Edition? and ... I am not able to successfully upload a .CSV file. I am running OL 2003 and exporting my Contacts folder to .CSV file.
