Passwords and SMTP

I have just installed the free version of CRM for testing. I've configured the outbound SMTP server and each time I create a new user nothing gets emailed to the email ID provided.

Is there a way to manually set the password for a user or what do I do to check why my smtp settings are not working.

Please let me know.
