Paying Account with Restriction on "Excessive Usage"

Hello. We have a business which uses Zoho mail and one of our users ( chiara@c-ville.com) is getting the error that prevents her from deleting emails due to "Excessive Usage". I have attached a screenshot of this error. Can you let me know what causes this and can you unlock the account from getting this error?
