paypal spoof blocked

I am being phished by phony paypal email. Trying to forward it to spoof@paypal but a big red banner pops up refusing to allow me to send the spoof to paypal.
This the most ABSURD thing I have ever heard of. Zoho can locate a problem from the html phishing bank when I SEND it but cannot prevent or warn before I RECEIVE it.
