Permission to assign a record to another user

Permission to assign a record to another user

Dear Sir/Madam,

We have recently noticed that users do not have the permission to change the field "Account/lead owner" and to assign records to each other. We did not do any changes in the setup. Previously they could do this changes themselves now only the admin can do it.

Please tell us how can we solve this problem. We would like each user to have the permission to change that field.
