Permissions to Manager

My regional manager cannot see records for those under her. I have her set with a role that has permission to see her subordinates. The people under her all are connected to departments that have her department as the parent department and she is set as the lead to that parent department. Also, employees are set to report to her. She still sees no one on her employee list. What am I doing wrong?
