platform update

I saw here that there are 2 updates made today:

File upload field supported in update and insert record task
Limit exceed message for integration task is fixed

I need some explanations regarding the new updates. I saw that there is still not a file upload field in stateless forms, so there is still no way to insert a new record with an uploaded file using stateless forms. Maybe I am missing some cases when this feature would be useful, I think that it would be useful to have this documented.
Limit exceed message for integration task - is related to the message which should appear after the daily API calls limits are reached?
