pop access blocked due to excessive usage

pop access blocked due to excessive usage

For the past several days I've been finding that pop access is blocked due to "excessive usage". I can unblock it manually in the settings under "Email forwarding and POP/IMAP," but this is obviously tedious; an hour or so later the access is blocked again.

What are the specific usage limits that I can keep to in order to avoid this problem?
