The 'Empty Spam' link appears only when selecting the 'Check All' checkbox when there is no effective dependency between these two.

Perhaps if one really wants an intelligence you can hide this link if there are no contents in the spam folder. But making it dependent on the check box does not appear to be a valid usecase.
