As a manager I want to look-up the potentials without active task, to make sure these potentials arent forgotten by my teammembers after they complete a task and don't add a new one.

I've been trying several reports (potentials / activity modules) with different filters but my test potential (2 completed tasks, without an active non-completed task) doesnt show up. 

Even more, if I set the filter: 'task status' is not 'not started', it shows me potentials with tasks with status not started...
