Problem breaking up Time/Date field

Problem breaking up Time/Date field

I am trying to write an expression to count the number of leads set for the current date and say 9am.

right now my field is Date/Time.  If the Date/Time field = zoho.currentdate and Date/time field = 09:00:00.

Any Ideas?
