Problem sending email to a 'charter.net' or 'spectrum.net' address

I have been sending emails to a 'charter.net' address, and the person tells me he is not getting them.  I send the same emails to someone else at 'aol.com' address, and they get it just fine.  They can even forward it from their 'aol.com' address to the 'charter.net' address with no problem.

I have tried several emails to the 'charter.net' address, and I have tried this person's 'spectrum.net' address as well.  None of them go through, and I do not get any notification that they cannot be delivered.

Can someone check into this issue?
