2 users of the account have been legitimately sending mass emails to our membership database. However, as you may have guessed this has exceeded their sending limits and effectively locked their accounts.

I have spoken to them and we have moved our mass mailers away from their normal mail accounts into mail chimp. 

Could you please unlock their account, I assure you it will not be in violation again.
