problem with the email quick actions

The limit for sending email by quick actions on the CRM is for all the users per organization?  I have eight users; sometimes I can send e'mails by quick actions, sometimes not, also sometimes when I attached pictures, the destinatary don't receive it and also it doesn't appear on the customer card on the CRM, sometimes the action is cancelled for time out.  I am using quick actions because it's registered on the audit log and the boss of the company is the form that he control the actions on the CRM
I am using the profesional version.
