Provide system admin the ability prevent users from turning off notifications

We are in a heavily regulated industry and we are required to archive and surveil email messages.  it is a big plus for us that Zoho pushes notifications to email.  

However, currently users can turn that off.  We would like the admin capability to prevent them from turning notifications off.
