Question about Document management

When I download a document that has been uploaded into the VO document management section the name of the document changes.

For example my original uploaded document was named "Demo Call In Numbers.doc" and when I download it from the document management the name is "Demo+Call+In+Numbers.doc". Is this a known issue? Also please note that when looking at the "documents" section, the file is displayed as "Demo Call In Numbers.doc� The "+" seem to be added when the document is downloaded.
