For quotes, is it possible for the billing and shipping address to use the billing and shipping address from the account rather than the contact? 

Currently, if a quote is entered without a contact, it uses the billing and shipping address from the account.  As soon as the contact is selected, it switches to the billing and shipping address of the contact.
