Re-activating a user

I am trying to re-activate a user who was set up long ago, but he never properly activated the account. Now all of his old email has been deleted so we cant find the original password. But when I try to create new using his email it says 'that email is already in use'. How can I re-send an activation email to a user so he can create a new password and login?
