Read / Write Access to Contacts, Address, Call History

I have a question.  I am a newbie developer who is aspiring to write a web application that works with Zoho CRM.  I would appreciate any advice.

I want to know if it's possible to write an application that can read contact data from Zoho and then write contact data back to Zoho.

Is this possible?  If so, what is the best language(s) to use to get this done?
