Based on our security settings, users can see links to items they do not have access to.  For example, if they click into Setup, they can see all the options, but then get a page that says Insufficient Privileges, Contact Administrator.

I think it would make most sense to simply not show the options the user does not have access to, rather then allowing them to click into a dead end.
