Reported Error 0x800CCC92, ERR service unavailable

I have had to format my laptop, after which we reconfigured Outlook. After almost 80% of mails being downloaded, i have recd the subject error "your e-mail server rejected your login.Verify your user name and password for this account in account settings' 
Even after doing the changes in account setting i am not able to send or recv mail and end up getting the send/receive error.
