Request to unblock user creation error (This user is not allowed to add in Zoho)

Hello Zoho Support Team,

I am the Super Admin of my Zoho Mail organization. 
When I try to create a new business email user account, I encounter the following error message:
"This user is not allowed to add in Zoho. Please contact support-as@zohocorp.com or support@zohomail.com for further details."

Here are my details:
- Registered Admin Email: [istarl@proton.me]
- My Domain: [ioioi.qzz.io]
- Email address I want to create: [info@ioioi.qzz.io]

Could you please check this block on your backend and lift the restriction so I can successfully create the email account?
