Reviewing user profiles it appears that the Resource Utilization report should be accessible to our Employee profiles. The Global Reports setting is enabled, and module permission on tasks is set to All. Yet our staff with the Employee profile are not able to view the Resource Utilization report. Is this an expected behavior? What settings need to be made in order for this report to be visible?
