we have about 80 users on a different levels of security and 3 admins which are responsible for the data.

We would like to restrict all of the users from entering setup and changing data, most of all templates used for offers and contracts.

Is it possible for us to restrict them from changing the structure of templates in setup and updating in mail merge, but for them to be able to use or edit them while merging?
