Restrict Visibility of Subscriptions and Setup

I would like to restrict visibility of Subscriptions and Setup to Admin Users. I would prefer that non-admin users not even be able to see that those options are not there.

I understand that there are some options non-admin users may have permission to access based on General, Report, Tool, Export and Import Permissions. However, giving everyone visibility to this area adds extra clutter for non-admin users. With User-Adoption being the key to success or failure with a CRM implementation, it is very important to simplify as many options as possible.

I also realize that all users are able to access their Custom View Settings to select their own Default Custom View through the Setup link. However, it would be more intuitive for them to do this in the same place they edit Predefined View and User Defined Views.

I would also like prefer if non-admin users were not able to view the $ Subscriptions link at the top of each page (in the header).
