Scrolling Through Accounts

When we sort our accounts and then go to a particular letter, such as "C", when we click the arrow at the top to scroll to the next record, it takes us back to the A's. But, it doesn't take us back to the first record in the A's. It's random. Are we doing something wrong or what is the point of the scroll forward and backward buttons? We need an easy way to go through each account without have to search for the account name or go back to the complete list of accounts.
