Scrolling through email conversations when in reply mode

Scrolling through email conversations when in reply mode

I also have a question/problem about scrolling through an email when in "reply" mode.  Select reply, it brings up the email and its corresponding conversation string, but the problem is, I cannot scroll completely through the entire string of conversation.  It will not let me scroll down through it all.  

What setting do I need to fix this?
