Seeking: Telephony integration options for Z CRM

We are a Zoho CRM reseller and are looking for a telephony integration for a customer small site in New Zealand. 

They have two users in their call centre and currently use Skype dialling from Zoho CRM.  The problem is, however, that as soon as they start making high-volume calls, Skype blocks them out (as apparently Skype don't allow their service for telemarketing).

I have proposed they look at Asterix integration via Phone Bridge, but they don't want to purchase and maintain an Asterix server. 

What they want is for someone to program the Zoho CRM API to talk to a commercially-available externally-hosted VoIP phone system.

Does anyone out there want a job to do this for them please?  It's not really in my skill set.'
