Send mass email based on the recipient's time zone

Hello,
it would be great to have the possibility to schedule mass e-mail in a way each message get delivered at a specific time in the recipient's time zone.

So, i.e.:
  1. I set the delivery time to 7.30am
  2. the message get delivered:
    1. at 7.30 based on India time zone to my customers in India
    2. at 7.30 based on France time zone to my customer in France
etc.
