Sending emails

When I convert a name from a Lead to a Contact, I can no longer choose to send them template emails I have setup in the "Public" folder. "Public" is not a choice I can click on in the list. I don't see where folders can be edited to include being able to send them to all types of leads/contacts/accounts.
