Sending mail from Outlook error - SMTP server timing out

Sending mail from Outlook error - SMTP server timing out

 I've been having problems for a couple of days sending email from Outlook.  Receiving mail is fine, but trying to send mail results in an error which says 'the operation timed out waiting for a response from the SMTP server.'  The error code is 0x8004210B..  I have not changed my mail or ISP settings.  Can you please investigate and fix the problem?
